Analysing the Impact of Decoupling at a Regional Level in Ireland: A Farm Level Dynamic Linear Programming Approach AgEcon

This paper describes a methodology to assess the impact of the decoupling of payments on Irish farms at a regional level. The methodology is based on a farm level dynamic linear programming model which optimises regional gross margin under a set of constraints. Regionally representative farms are selected using cluster analysis. The model maximises aggregate gross margins from all the farm types in a region allowing land and milk quota to transfer between farms within the region. The model is estimated for a baseline scenario, assuming no policy change, and under a decoupled scenario where farm payments are fully decoupled from production. An example of an impact study at the Border region in Ireland is presented in this paper to demonstrate the methodology.

The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. The recent Proposal on the Health Check of the CAP envisaged Member States being allowed to adjust their model towards a flatter rate of the SPS from 2010, a move that could become compulsory for Member States after 2013. Analysis of the Socio-Economic Impact of the Tobacco CMO Reform on Italian Tobacco Sector AgEcon

The Tobacco CMO (Common Market Organization) is involved in a intense debate between the European tobacco industry and those who are against to a crop whose transformed product is dangerous to the health. European institutions have shown a strong interest in this complex issue introducing two Reforms (1992 and 1998) and one revision in 2004. This paper aims to analyse and investigate the socio-economic impact of the tobacco CMO Reform of 2004 in Italy, across the scenarios proposed by the EC Commission (2004), both on the tobacco production and processing sector. The considered socio-economic indicators are harvested surfaces, farm income and overall employment, while the sample of farms used in this research belong to the FADN–Italy sample.

Are CAP Decoupling Policies Really Production Neutral? AgEcon

This paper examines the effects of decoupling policies on Greek cotton production. We estimate a system of cotton supply and input derived demand functions under the hypothesis that producers face uncertainty about prices. Using our estimation results we simulate the effects on cotton production under four alternative policy scenarios: the ‘Old’ CAP regime (i.e. the policy practiced until 2005), the Mid Term Review regime, a fully decoupled policy regime and a free trade-no policy scenario. Our results indicate that cotton production gradually decreases as more decoupled policies are adopted. Moreover, the fully decoupled payment is found to be non-production neutral since it indirectly affects producers’ decisions through the wealth effect.

Assessing impacts of CAP reform in France and Germany AgEcon

The 2003 CAP Reform left EU member states much room for national implementation. The farm group model EU-FARMIS is applied to quantify the effects of the reform and the impacts of the options for national implementation. The analysis is done for France and Germany because their implementation schemes adequately reflect the broad range of options. It is found that cereal and fodder maize production is reduced both in France and Germany. In contrast, the acreage of other arable fodder crops, of set-aside and of non-food crops is expanded. Assessing the 2003 CAP Reform: Sensitivity to the Decoupling of Agenda 2000 Direct Payments AgEcon

The European Union decided in June 2003 a new reform of its farm policy with a new step toward the decoupling of farm income support instruments. Available impact studies find that this reform will reduce production incentives, substantially for beef and to a lesser extent for arable crops. All these studies assume that the Agenda 2000 arable crop direct payments are already mostly decoupled while beef premiums are much more linked to production. CAP Reform and the Mediterranean EU-Member States AgEcon

In the previous years the Mediterranean Member States of the EU came across the Reform of the CAP and especially last year faced the second wave of the Reform for three typical Mediterranean products, namely cotton, olive oil and tobacco. In this paper a partial equilibrium model is used to simulate the impacts of decoupling, as a key point of the decided CAP Reform. The second wave of the Reform appears to be of crucial importance for the southern EU countries and although the producer's income is reduced, there are positive welfare effects.

CAP Reform in the Light of the WTO Doha Round Negotiations AgEcon

Our paper focuses on the question: how the measures of June 2003 agreement can help the EU to meet the new WTO commitments. As decoupling of direct payments and WTO classification of the new payments seem to be one of the most important questions from the point of view of WTO negotiations, our analysis focuses mainly on the Single Farm Payment (SFP). We assesses the decoupled nature of the single farm payment (SFP) based on WTO and OECD criteria. We conclude that the SFP meets not only the current WTO (design based) criteria of decoupling, but can also be qualified as effective fully decoupled system using the OECD terminology.

This paper presents an attempt to model the response of selected farms to decoupled direct payments and the associated impact on the provision of a defined set of non-commodity outputs (NCO’s) using a combined modelling approach consisting of the AgriPoliS and MODAM models. AgriPoliS focuses on the socio-economic dimension of multifunctionality at the individual farm and regional levels and explicitly models heterogeneous farms (in size, location and efficiency) within a competitive and dynamic environment. Consequences of the 2003 CAP Reform on a Mediterranean Agricultural System of Portugal AgEcon

Agriculture in dry land Mediterranean areas faces considerable level of production risk as result of the unpredictable weather. Governmental income stabilisation instruments have had a major impact on Mediterranean farms in changing land allocation, and changing income levels and variability. Using a mathematical programming model, the impact of the 2003 CAP reform on land allocation and on income variability is evaluated for a Portuguese Mediterranean farm. The results show an increase of extensification of production activities. They also show an increase in total farm income, a reduction in relative total income variability and an increase in relative production income variability.

Declining "Common" Agricultural Policy? CAP Reform of 2003 and Its National Implementation in the Member States AgEcon

This paper focuses on the basic element of the 2003 CAP reform process: on the single farm payment and its national implementation models. We examine possible economic impacts (production distorting effects, redistribution, restructuring, resource allocation and effects on land market) of the basic SFP models. In sum, we can say that the 2003 CAP reform and the new support provide an opportunity to overcome some of the difficulties the CAP faces with. However, the wide range of national diversities threatens the principle of the single market, and transparency and operation of the common market organizations. As there is a wide range of possible constructions member states can decide for, the common nature of the CAP gets more and more questionable.

Decoupled Payments and the Localization of Activities AgEcon

This article considers the impacts of (de)coupled farm sector support on the locations of farming and agro-industrial activity. An economic geography model is developed which has two types of regions, one with extensive agricultural production (rural), the other with intensive farming that is more densely populated (urban). The farm and agro-industrial sectors are vertically linked. A service sector that is not directly linked to either basic industry is also explicit. We show that coupled and decoupled subsidies affect the spatial distribution of farming, industry, and service sector activity. Commodity payments in Europe and North America are production based, encouraging greater chemical use and cropping area. Thus, each region undermines the other’s price supports at the expense of the environment. Countries can, however, sever the link between yield levels and payments. Allowing farmers to exit agriculture poses challenges for the US, but perhaps not for Canada and the EU.

Deficiency Payments and Market Power: Effects of Imperfect Competition on Welfare Distribution and Decoupling AgEcon

Despite the increasing importance of market power in the food industry, most policy models assume perfect competition. Ignoring market power may lead economists to make incorrect, or at least misleading, policy recommendations. In this paper I develop a theoretical model in which market power can alter conclusions regarding the welfare effects of a specific policy change: replacing deficiency payments with decoupled payments to farmers, and apply it to the U.S. wheat market and milling industry. According to neo-classical theory, farm operators’ labour allocation is determined by the relative wage they can earn from their labour on and off the farm. At the equilibrium, time should be allocated so that the marginal returns from on- and off-farm work are equal. Thus, a move from coupled to decoupled payments should have important impacts on labour allocation, as it reduces the return to farm labour and increases the unearned income of operators. Recent decades have witnessed substantial losses in biodiversity in Europe, principally driven by the ecological changes associated with intensification of agricultural production. These changes especially affected the biodiversity in the marginal areas, such as the uplands in UK, since the habitat change was greater than in lowland zones. The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums.
